Position and Scope

Reporting to the Assistant Director for Management Services Division, the Chief Legal Officer serves as the manager of the Office of Legal Services (OLS) and is the lead in-house legal counsel for the agency. The position is responsible for managing contract and legal services provided to DIS by professional staff in the Office of Legal Services as well as coordinating services provided by various assistant attorneys general.

This position has agency wide responsibilities and interacts with executive and mid-level management, as well as with all levels of the organization. It requires consistent use of independent expert judgment and decision making in the provision of services to executives and management. This position requires strategic and tactical planning for implementing acquisitions and/or establishing contracts for products and services for the agency and state. This includes the development, establishment and implementation of the agency contracting and acquisition policy, contract procedures, templates, as well as model contract and solicitation documents used statewide.

The Chief Legal Officer conducts, and/or manages others in the conduct of, legal research, analysis and writing necessary to provide contract and legal services to the Director, Deputies, Assistant Directors and other senior and mid-level management on matters involving intellectual property, licensing, trademark, computer law, copyright, security, privacy, media production, Internet, telecommunications, administrative law, rulemaking, policy, records retention laws, public disclosure, employment law, contracts and ethics issues related to the agency's business functions, strategic initiatives and oversight duties under Chapter 43.105 RCW.

Desirable Qualifications
  • Juris doctor degree
  • Member of the Washington State Bar Association and licensed to practice law in Washington State is preferred.
  • Two years practice experience preferably in Washington state contracting, licensing, information technology, or computer law.
  • Five years progressive management experience of contract and legal services operations.
  • Experience drafting and negotiating contracts and conducting acquisitions.
  • Experience supervising or managing staff.
  • Demonstrated experience in information technology field (software licensing; hardware purchasing; leasing agreements; and contracts).
  • Previous government experience.
  • Knowledge of Washington state laws and regulations governing government contracting.
  • Policy development experience.
