Information Services Board (ISB) meeting highlights for Sept. 8, 2005

The Information Services Board (ISB) met on September 8, 2005. The Board welcomed Janet McLane, State Court Administrator, as a new ISB member.

Project status reports
  • Health Care Authority (HCA): Steve Hill reported on the Benefits Administration Insurance Accounting System (BAIAS) project. The Legislature authorized $7.13 million for this project, which is expected to be implemented in late summer or fall of 2007. Mr. Hill requested, and the Board approved the release of funds for a Project Manager and Quality Assurance consultant.


  • Offender Management Network Information (OMNI) System: Harold Clarke reported on current project defects. Phase II finished within budget. The Board requested that DOC return in November so it can evaluate and decide whether to authorize additional funds for Phase III.


  • Department of Transportation (DOT) Management Information Systems: Paula Hammond reported the IT budget as $66.8 million and indicated that DOT has developed metrics of measurement for meeting goals and aligning with agency priorities. DOT will return to the ISB in November to present an update on its applications assessment and its strategic plan.


  • Human Resource Management System (HRMS) project: Eva Santos reported that all July milestones were completed on time. She identified the difficulty in obtaining subject matter experts as a key risk. The project needs payroll experts, testers, and trainers.


  • Washington State Lottery's Online Games Procurement: Bill Chamberland reported that the current contract for transaction processing ends in June 2006. A request for procurement was issued in early 2005; GTECH was selected as the apparent successful vendor. Mr. Chamberland outlined the risks and mitigation strategies for the project.


  • University of Washington's Online Record of Clinical Activity Project: Dr. Jim Fine reported that the University of Washington Academic Medical Center software and database need to be upgraded and updated to be effective. A project plan and budget analysis will be presented to the Board of Regents in October. If approved, the plan will be presented to the ISB in November.


  • Office of the Insurance Commissioner's (OIC) HP3000 Migration Project: Dave Marty reported that Board suggestions were incorporated into the request for procurement. The Board motioned and approved an amended Investment Plan, authorizing OIC up to $2 million for a contract with Athient, the apparently successful vendor. Mr. Marty clarified that HP3000 is both a replacement and re-hosting project.


  • Department of Social and Health Services' (DSHS) Medicaid Management Information System Project: John Anderson reported that the Design Phase took an estimated eight weeks longer than planned due to a reassessment. Eleven of the 12 functional requirement specifications are complete. Project risks include the aggressive schedule, dependency on external administrations and agencies, and the integration of multiple products. DSHS discussed plans to mitigate these risks, including the use of an Independent Verification and Validation vendor.
